Chips: the US lead is widening in quantity

Since October 2022 the US has stopped the best AI chips and chipmaking tools from reaching China. We measure what that has done by counting compute: how many H100s' worth of AI chips went where.

Key points

  1. China's share of newly shipped AI compute peaked at 11% in 2023 and fell to 4.7% in 2025. The world's total grew fast; China's part grew much more slowly.
  2. Within China, 87% of new compute in 2025 was domestic (Huawei, Cambricon), up from 57% a year earlier. Export controls now bite on a small slice.
  3. Per chip, B300 does 3.3x the work of Ascend 910C. China compensates with numbers and power: its AI data centres use about 2.4x the electricity for the same compute.

Units are H100 equivalents: how many Nvidia H100s would give the same compute. Epoch AI estimates from company results and reports; medians of a range. Chips smuggled into China and Chinese firms renting compute abroad are not counted, so China's true share is somewhat higher. Huawei is counted from 2024.

This is where the two bottlenecks meet. A weaker chip can still train a big model if you use more of them and more power, which is exactly Huawei's approach. China can afford the extra electricity; the US cannot easily. The largest US site holds about 9x the compute of China largest.

Nvidia and the Chinese market

Nvidia once had about 95% of China high-end AI chip market. In the fiscal year to Jan 2026, China was 9.1% of its revenue, and its outlook assumes no data-centre sales to China. The H200 was licensed in 2026, but Beijing has held purchases down (reportedly under 200,000 chips, training only) to protect domestic makers. In the Nvidia chip count above, the H200 has not yet appeared for China.
